Last month, Government Technology (our sister publication) released its 16th annual “Best of the Web” survey of state and local government websites. A panel of analysts and current and former CIOs judged nearly 100 entrants on innovation, functionality and their impact on government efficiency.

For the record, the top sites came from the state of Alabama; Orange County, Fla.; and the Louisville, Ky., Metro Government.
