he Return on Investment (ROI) Initiative for Unleashing American Innovation is part of a national conversation that is designed to advance the Lab-to-Market cross agency priority (CAP) goal of the President’s Management Agenda (PMA). The ROI Initiative’s vision is to unleash American innovation into our economy. The goal is to maximize the transfer of Federal investments in science and technology into value for America in ways that will (a) meet current and future economic and national security needs in a rapidly shifting technology marketplace and enhance U.S. competitiveness globally, and (b) attract greater private sector investment to create innovative products, processes, and services, as well as new businesses and industries.
